The following Laws of Ukraine were adopted adjusted for the motions of the President of Ukraine:
1. "On Amendments to the Law "On Military Duty and Military Service." The following motion of the President of Ukraine was endorsed: "a contract on military service as a non-commissioned officer, a sergeant-major or an officer upon graduation is concluded between the citizen and the state represented by the authorized body of military administration of the Armed Forces of Ukraine or other military unit for the period fixed by paragraphs three and five of part two of clause 23 of this Law."
2. "On Amendments to Clause 143 of the Family Code of Ukraine" (regarding Obligation of a Father to take a Child from the Maternity Home). The Law states that a natural father who is not married is obliged to take a child from the maternity home or other health care establishment, if a mother failed to do it. The President of Ukraine called for specifying the procedure of paternity examination to eliminate the risks of abuse of the right to take the child from the maternity home or other health care establishments with the purpose of trafficking in children. According to the President of Ukraine, the Law should specify that for the father to take the child from the maternity home or other health care establishment, his paternity shall be stated in the birth certificate or acknowledged by a court judgment.
3. "On Amendments to several Laws of Ukraine to enhance the Order of Publication of Printed Matter on Terms of Government Procurement." The People's Deputies agreed to the idea of the President of Ukraine to exclude the phrase "without tender procedure" from the provisions of the Law, whereby "state customers as key spending units of the allocated state budget funds, and proceeding from the adopted indexes of the government procurement on the basis of expert judgments, the state contracts that fix economic and legal obligations of the parties and regulate relations between the customer and the contractor are concluded without tender procedure."
The following Laws were adopted:
1. "On Amendments to several Legislative Acts of Ukraine regarding Clinical Testing of Medicaments." The Law enhances the procedure of clinical testing of medicaments with the participation of infants, minors and legally incapable citizens. Pursuant to the Law, testing of the medicaments with the participation of the minors may be conducted only when the "medicament is referred to medical treatment of minors´ diseases or when the purpose of clinic medical testing is optimization of the dosage or use regime of the medicament for minors."
2. "On Amendments to several Legislative Acts of Ukraine regarding Joint Cooperation." The legislative act amends the Economic and the Civil Codes of Ukraine and the Law "On the State Property Management" to improve the order of the state property use during the conclusion of agreements on joint cooperation.
3. "On Amendments to the Law "On Fauna" (re Strengthening of Poaching Counteraction). The Law prohibits manufacture, sale and use of poaching tools, and import of traps, electric fishing systems (electric fishing rods) and synthetic nets in Ukraine.
4. "On Amendments to several Laws of Ukraine" (re Capacity of the Limited Liability Companies). The law increases maximum capacity of the limited liability companies from 10 to 100 participants. Under the Law, if the statutory capital has to be increased due to the conversion of a limited liability company into a joint-stock company, such legal entity shall form its statutory capital within five years.
5. "On Amendments to the Code of Ukraine of Administrative Infringements" (re Strengthening of Responsibility for Forest Pollution). The legislative act amends clauses 72 and 73 of the Code of Ukraine of Administrative Infringements that increase penalties for forest destruction and pollution. Thus, the penalty for the citizens totals ten-thirty non-taxable incomes, the penalty for the officials thirty-fifty non-taxable incomes.
6. "On Amendments to the Code of Economic Procedure of Ukraine regarding Procedural Legal Succession."
7. "On Amendments to several Legislative Acts of Ukraine regarding Accounting." The Law amends the Laws "On Accounting and Financial Reporting in Ukraine" and "On Banks and Banking" to regulate the order of transition of the participants of the financial market to the international standards of financial reporting. The Law defines the concepts "international standards of financial reporting"; specifies reporting policy of the enterprise; sets the order of application of the international standards; fixes the term and the place of publishing of the annual financial statement and the annual consolidated financial statement with the audit opinion.
8. "On Amendments to several Legislative Acts of Ukraine regarding Strengthening of Responsibility of the Officials of Public Authorities and Local Self-Government Bodies." The legislative act supplements clause 41 of the Code of Labour Laws of Ukraine, whereby the labour contract with the official can be terminated in case of repeated infringement in the sphere of licensing, state regulation of policy, and issue of licensing documents. The Law amends the Code of Ukraine on Administrative Infringements to strengthen responsibility for infringements in the sphere of licensing, state regulation of policy, and issue on licensing documents.
9. "On Amendments to Several Legislative Acts regarding Strengthening of Organizational-Legal Principles of Crime Control and Corruption Counteraction." The Law separates the Domestic Security Service from the Main Department in charge of fighting Organized Crime under the Ministry of Internal Affairs, fixes independent official activity of domestic security sub-divisions, and subordinates the Service directly to the Minister of Internal Affairs of Ukraine. The bill amends clauses 2 and 7 of the Law "On the Police", clause 7 of the Law "On Organizational-Legal Principles of fighting Organized Crime", clauses 5 and 9 of the Law "On Investigative Activities."
10. "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2011" (re Financial Support of Public Road System)."
11. "On Strength of the Armed Forces of Ukraine for 2011." Under the bill, the strength of the Armed Forces of Ukraine as of December 31, 2011 totals 192000 persons, including 144000 military men.
12. "On Upholding the Decree of the President of Ukraine on Access of the Foreign Military Troops on the Territory of Ukraine in 2011 for Participation in Multinational Military Trainings."
13. "On Amendments to the Law of Ukraine "On State Budget for 2011" (re State Agency for Investments and Management of National Projects as a Key Spending Unit).
14. "On certain Issues on Arrears for the Consumed Natural Gas and Electrical Energy." The Law writes off the arrears for the consumed natural gas and electrical energy that were formed as for January 1, 2010 between the business entities of Ukraine that produce, transport and supply heat and electrical energy, render services on dispatcher's supervisory control for the united energy system irrespectively of the property form.
15. "On Amendments to the Tax Code of Ukraine" (re Taxation of Amortization of the Debt for Natural Gas and Electrical Energy, and Relief of Debts to the State Budget).
16. "On Proclaiming the Natural Sites of Khmilnyk Town of Vinnytsia Region as the State Resort."
The following resolutions were adopted:
1. "On setting up an Interim Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the Circumstances and Results of Activity of Livela Company and Affiliated Legal Bodies in the Ukrainian Oil Market."
2. "On Recommendations of the Parliamentary Hearings on Health Improvement and Recreation of Children and Youth."
3. "On State Celebration of the 300th Anniversary of Oleshkivska Sich."
4. "On Report of the General Prosecution of Ukraine regarding Detention of the Former Minister of Internal Affairs of Ukraine Yu.V.Lutsenko."
5. "On Delimitation of Khmelnytskyi City and Khmelnytskyi District of Khmelnytskyi Region."
6. "On the Budget Policy Guidelines for 2012."
The following resolutions were adopted:
